SUMMARY:
The Regional District of Central Okanagan, in partnership with the Okanagan Sustainability Leadership Council (OSLC) (a not-for-profit group based in Kelowna, BC with a mission to improve the sustainability of communities and industry in the Okanagan) seeks a qualified Consultant to develop a Biomass Waste Inventory for the Okanagan region.
The Okanagan region generates significant quantities of biomass resources owing to existing and growing agricultural, food and beverage, and forestry industries, and with a rapidly growing population, the amount of construction/demolition residues and municipal solid and liquid wastes is also increasing. One of the key projects identified by the OSLC is to improve the management of biomass wastes in the Okanagan region. The overall project goal is to encourage practices that avoid traditional land-intensive waste management, reduce greenhouse gas emissions, and utilize biomass wastes for the generation of carbon-neutral energy and other bioproducts. To date, no known comprehensive study has been commissioned to identify the sources, composition, quantity, and current waste management practices of biomass wastes in the Okanagan region. The major biomass wastes in the Okanagan are assumed to include the following: • Organic municipal waste; • Wastewater and wastewater solids; • Hog fuel, shavings, and chips from sawmills; • Forestry in-field residuals; • Winery and vineyard solid and liquid wastes; • Orchard waste; • Agricultural and livestock wastes; • Food and beverage industry wastes; and • Construction and demolition debris. Several studies have been commissioned at the regional and provincial-level to explore management of biomass wastes. Known studies include: • Wood Based Biomass in British Columbia and its Potential for New Electricity Generation (Industrial Forestry Service Ltd, 2015) • BC Bioenergy Strategy: Growing our Natural Advantage (British Columbia, 2008) • Solid Waste Management Plan, Regional District of North Okanagan (RDNO, 2011) • Solid Waste Management Plan, Regional District of Central Okanagan (Morrison Hershfield, 2017) • Solid Waste Management Plan, Regional District of Okanagan Similkameen (AECOM, 2011) • Regional Organic Waste Management Strategy, Regional District of Okanagan Similkameen (CH2MHill, 2010) For this project, the Regional District has a maximum budget of $45,000 (excluding GST). The intended term of any agreement resulting from this RFP is from June 1, 2021 to December 31, 2021. Further details on the requirements are provided in Part A of the attached RFP Documents.
